Club Rules and Constitution
1 TITLE
The title of the Club shall be The Bassingbourn
Rifle and Pistol Club
2 OBJECTIVES
The objectives of the Club shall be The promotion
and encouragement of Rifle and Pistol shooting and thereby to enable
members who are Her Majestys subjects to be better fitted to
serve their country in the Armed Forces, Territorial Army or any other
organisation in which their services may be required.
3 MEMBERSHIP
The Committee may from time to time make such rules
on membership as it considers appropriate.
There shall be two classes of members, Honorary
and Individual. Honorary members shall be elected at
a General Meeting only on the recommendation of the Committee. The
Commanding Officer of the Barracks shall be Chairman and an Honorary
member ex officio.
Individual membership shall be open to:
Civilians, and past or present members of a unit of
the Armed Services.
Application for membership shall be made to the Club
Secretary on the appropriate form and shall be subject to a probationary
period of three months, during which a minimum of five range attendances
must be made. After this period, at the discretion of the committee,
the application may be approved and a full membership card issued,
or a further two months probationary period imposed. Probationary
members shall be liable to pay a full Joining Fee (non-returnable)
in addition to the annual subscription. If membership is not approved,
the unexpired portion of the subscription shall be refunded.
Visitors attending the range for the purpose of shooting
may do so on only three occasions during the year before making application
for membership.
The Committee shall have the power to terminate an
individuals membership for example if active participation
in the affairs of the Club ceases. A member whose membership is terminated
shall have the right of appeal under Rule 12.
MEMBERS AND THEIR VISITORS SHOULD NOTE THAT THE
MINISTRY OF DEFENCE ACCEPT NO LIABILITY FOR DEATH OR INJURY OR DAMAGE
TO PROPERTY HOWSOEVER CAUSED WHILE ON MOD RANGES.
4 OFFICERS
The Officers of the Club shall be a Chairman, Vice-Chairman,
Secretary, Treasurer, Shooting Captains and Chief Range Officer.
One person may hold two or more offices.
5 COMMITTEE
The business of the Club shall be conducted by a Committee
of eight comprising the Vice Chairman, Secretary, Treasurer, Shooting
Captain(s) and three ordinary members.
Five shall form a quorum and the Committee shall have
the power to co-opt. Co-opted members shall NOT vote.
6 SUBSCRIPTIONS
Annual subscriptions shall be due
at the AGM and no member shall be entitled to exercise any of the
privileges of membership until his subscriptions for the current year
beginning on that date and any arrears of subscriptions or other moneys
that may be due from him have been paid. If the sum due remains unpaid
three weeks after the AGM, the Committee may remove the debtor's name
from the list of members of the Club. Such members may be readmitted
at the discretion of the Committee, after payment of an agreed sum.
7 YEAR END
The Financial and Operational year of the club shall
end on 15 March. The Accounts for the year shall be audited and circulated
to members at the AGM. The Auditor shall not be an Officer of the
Club or member of the committee but he may be a member of the Club.
8 ANNUAL GENERAL MEETING
The Club AGM shall be held not later than 28 February
in each year. At this meeting the Officers and Committee shall be
proposed, seconded and elected to hold office until the next Annual
General Meeting.
Each Honorary and Individual Member shall have one
vote. In the case of an equality of votes the Chairman of the meeting
shall have the casting vote.
Fourteen days notice of nominations and any other
matters for discussion shall be given to the Secretary. No member
in arrears with his subscription shall have a vote or take office.
9 EXTRAORDINARY GENERAL MEETING
Extraordinary General Meetings shall be convened by
the Committee when necessary within fourteen days of the receipt by
the Secretary of a requisition in writing signed by ten individual
members, or a combination representing ten votes. Seven days
notice shall be given of such a meeting, and no business shall be
transacted there other than that specified in the notice calling the
meeting.
10 QUORUM
No business shall be transacted at any General Meeting
unless at least one third of the paid up membership is present at
the beginning of the meting. In the absence of a quorum after 15
minutes the chairman shall have discretion to adjourn the meeting
to another time and place.
11 POWERS OF THE COMMITTEE
The Committee shall appoint Bankers, Range Officers
and any other officials it considers desirable for the good conduct
of the Club. It shall fix, and pay out of Club funds honoraria if
any, and may terminate any appointment it has made. The Committee
shall have power to incur any normal expenditure that it considers
will maintain the objectives of the Club, but a major expenditure
will be referred to a General Meeting. In particular it may :-
Promote Prize Meetings and authorise the purchase
of prizes.
Select and enter teams for matches at Bisley and elsewhere.
Effect any insurances it considers desirable.
Affiliate to other bodies.
Nominate Range Control Officers and delegate to the Secretary and/or
Chief Range Officer the production of Range Duty Rosters.
12 DISCIPLINE
Shooting members and visitors shall, in addition to
obeying the published MOD Range Regulations, carry out instructions
and requests issued by the Range Control Officer in pursuance of his
duties. In case of failure to comply the Range Control Officer shall
have power to require the member(s) or visitor(s) concerned to withdraw
from the Range and shall report the circumstances to the Committee.
The Committee shall have power upon sufficient reason being shown
to expel any member and to exclude from club meetings and functions
any person who in its opinion has been guilty of dangerous or dishonourable
conduct.
The Committee may impose an alternative penalty if
it sees fit.
Any member dealt with under this rule, may appeal
in person to the next Committee meeting or to the AGM providing that
notice in writing is given to the Secretary, not later than fourteen
days after notification of the penalty.
13 RESIGNATION
Any member may resign from the Club by giving notice
in writing to the Secretary. Unless such notice is given before 1
January in any year, such member shall be liable for the subscription
for the year beginning on that date. The Committee may re-admit any
such member. The Committee may consider a refund or part or all fees
paid.
14 ATTENDANCE
Membership renewals shall be allowed at the discretion
of the Committee who shall take into account the range attendance
record during the previous year. A decision not to renew shall be
subject to Appeal under conditions similar to those set out under
Rule 12.
15 TROPHIES
The Trophies of the Club shall be eligible for competition
only amongst those individual members who satisfy Rule 3 (Membership)
unless the conditions of a Trophy state otherwise.
16 ALTERATIONS OF RULES
Alterations to these rules shall require the support
of a majority of members present and voting at a General Meeting,
fourteen days notice setting out the proposals having been given.
17 LIQUIDATION
In the event of the Club being wound up, the property
and assets of the Club after liquidation of outstanding liabilities
shall not be distributed among the members of the Club but shall be
applied to some other purpose of deserving cause associated with target
shooting in the UK.
